- S3NS, the company formed through a partnership between Thales and Google Cloud, is making its first solution available as planned on February 1 to French organizations in the public and private sectors looking for a public cloud offering with local control capabilities.


- “Local controls by S3NS” aims to simplify operations and increase customers’ trust in the cloud by offering data localization in the EU, cryptographic control over data access managed by S3NS, European technical support, and increased transparency, automation, audit and security guarantees with the same level of performance provided by Google Cloud technology.


- This new offering, which will not aim to obtain the SecNumCloud certification, allows organizations to begin their transition to a public cloud environment that aims to be certified cloud de confiance as defined by the French government’s cloud strategy.

General Availability : Local Controls by S3NS

S3NS, the company formed through a partnership between Thales and Google Cloud, controlled by Thales and operating under French law, announces the general availability of “Local Controls by S3NS”, a new public cloud offering for organizations in the French public and private sector.

Local Controls by S3NS aims to simplify operations and increase customers’ trust in the cloud by:
- Allowing French institutions and companies to control the location of their data at rest, restricting it to the EU and France.
- Offering cryptographic control over data access managed and operated by S3NS.
- Ensuring that support personnel reside in Europe to meet compliance requirements without making any compromise on the level and quality of support.
- Providing transparency, verifiable approval mechanisms, and auditability of
administrative activity. 

While this new offering does not aim to obtain ANSSI’S SecNumCloud certification, it allows organizations to begin their transition to the cloud de confiance as defined by the French government’s cloud strategy. S3NS continues to work towards the goal of offering French public institutions and private sector companies Google Cloud’s services and innovation capability in a Trusted Cloud solution that obtains ANSSI's SecNumCloud certification in the
second half of 2024.

- **Thales announced today the creation of S3NS, a Paris-based company under French law, fully controlled by the Group. The Chairman of S3NS is Walter Cappilati and its General Manager Cyprien Falque. S3NS' creation follows the setting up of a strategic partnership with Google Cloud announced in initial October 2021.**
- **S3NS’ mission is to help public and private organizations in France benefit from the power of the Google Cloud Platform (GCP), while protecting their sensitive data in compliance  with the criteria of France’s national Information Systems Security Agency (ANSSI).**
- **As of today, S3NS is commercialising “Local Controls with S3NS", a solution that complements the standard high security and performance specifications of the Google Cloud Platform with guarantees on data location and localized support, and additional security, including encryption controlled data access operated by S3NS. This offering enables organizations to start their move to the French “Trusted Cloud” now.**
- **S3NS currently numbers several dozen employees and is accelerating its drive to recruit talent in order to meet the company’s goals. S3NS is already working with integrators and software partners to provide its customers with a broad range of services and solutions.**

**Thales announced today the creation of S3NS, a French company designed to offer public and private organizations in France the power of Google Cloud, fully compliant with France's “Trusted Cloud” label, in partnership with Google Cloud.**

The new company, majority owned and controlled by Thales, is under French law and follows the October 2021 partnership announcement between Thales and Google Cloud to jointly develop a locally-compliant Trusted Cloud offering. Thales and Google Cloud are committed to helping companies and public institutions to innovate and accelerate their digital transformation in ways that afford autonomy, compliant sovereignty, and the greatest possible benefits for their customers and users. 

**Meeting the French “Trusted Cloud”**
 
S3NS will offer from the second half of 2024 its “trusted cloud” offering that will ultimately combine full performance, services and applications of Google Cloud technology while allowing protection against extraterritorial foreign laws and in compliance with the requirements of the “Trusted Cloud” label of France’s Information Systems Security Agency (ANSSI) in the frame of the French State strategy. S3NS will directly operate three data centers to ensure data and workload localisation in France. Both data center availability and engineering assistance will be available this year already and the recruitment of engineers who will operate the “Trusted Cloud” will begin.

**A first milestone with an offering already available**

S3NS' first offering is "Local control with S3NS", which will offer Google Cloud customers in France continued high public cloud performance, with added capabilities to localize clients’ data in France or in Europe, as needed or preferred. Customers will be able to restrict data access for administrative service and technical support solely to European Union locations. Cryptographic control of data access can be achieved with external encryption key management from S3NS. This first offering brings compliance with additional automation to simplify operations, along with additional auditability and transparency to increase customer confidence in cloud operations.

**Committing partners already**

To best support customers in this transition to the “Trusted Cloud”, S3NS is finalizing specific partnership agreements with various players in France's growing digital ecosystem. Partners will be able to support S3NS customers in their cloud and digital sovereignty strategy, as they migrate and operate their workloads and applications securely, with the help of S3NS’ and other managed services.

**Thales and Google Cloud today announced a strategic agreement to co-develop a sovereign hyperscale cloud offering for France. Operated by a joint company with Thales as the majority shareholder, it will meet the criteria of the French ‘Trusted Cloud.’ With this new offering, French companies and public sector organizations will benefit from all the power, security, flexibility, agility and sovereignty offered by the respective technologies of the two organizations.**

By addressing the highest legal and technical requirements for ‘Trusted Cloud’, the Thales and Google Cloud offering will enable private and public sector organisations who need to meet the criteria - defined by France’s Information Systems Security Agency (ANSSI)<sup>2</sup>  - to benefit from cloud computing services, in accordance with the country’s sovereign cloud strategy.

The joint offer of Thales and Google Cloud is based on the most advanced technologies and services of each partner. Google Cloud’s services, which will be enhanced and complemented with new innovations regularly, will bring elasticity, agility and technological openness, enabling companies to innovate transparently and autonomously, without vendor lock-in.
Thales, a leader in cybersecurity for more than 40 years, will bring the necessary guarantees of France’s sovereignty requirements by ensuring the management of encryption keys, access, identities, and cyber threat monitoring with its Cybersecurity Operations Center. Thales thus provides the levels of trust and of security required from French customers so that they can migrate their most sensitive applications to the cloud while maintaining control.

- French companies and public sector institutions will be able to benefit from a set of hyperscale cloud services that are:
- operated by a dedicated, newly formed company under French law, held in majority by Thales;
- hosted in France, within infrastructure that is separate from Google Cloud, with a separate network and servers controlled and operated by the new company;
- supported locally by the new company, ensuring customer service is handled in France;
- locally secured with identity management, data encryption, administration and supervision being provided by the new company;
- regularly enhanced via rolling software updates that are evaluated and validated within a security sandbox managed by Thales; and
- managed on a sustainably developed infrastructure.

General Availability : Contôles Locaux avec S3NS

S3NS, société commune de Thales et Google Cloud, de droit français et entièrement contrôlée par Thales, annonce la disponibilité de l’offre « Contrôles locaux avec S3NS » pour l’ensemble des organisations des secteurs public et privé en France.

Cette nouvelle offre de cloud public a pour objectif d’accroître la confiance des clients dans le cloud tout en simplifiant les opérations de sécurité, en :

- Permettant aux institutions et entreprises françaises de contrôler et de décider de la
localisation de leurs données au repos, en Europe ou même en France ;
- Proposant un contrôle cryptographique d’accès aux données via un service de gestion externe des clés de chiffrement opéré par S3NS
- Garantissant que le support technique est effectué par un personnel résidant en Europe pour répondre aux exigences de conformité, sans compromis de qualité ou de performance de celui-ci ;
- Proposant une transparence supérieure, des mécanismes de validation vérifiables, et l’auditabilité des activités d’administration du cloud. 

S3NS confirme par ailleurs la trajectoire annoncée le 30 juin 2022 : fournir au deuxième semestre 2024 un cloud visant la qualification SecNumCloud (cloud de confiance) afin d’accompagner les organisations dans l’accélération de leur transformation numérique tout en apportant une réponse à leurs enjeux de performance et de souveraineté. 

Cette nouvelle offre permet également aux organisations de commencer leur transition vers le cloud. S3NS proposera ainsi les mêmes niveaux de services et d’innovation que Google Cloud, avec une sécurité et une capacité de contrôle renforcées.
